They selected Porta Norte CEO <a href=\"https:\/\/twitter.com\/henryfaarup\">Henry Faarup\u2019s<\/a> response as the winner of the contest.<\/em><\/p>\n<p class=\"preFade fadeIn\">Panama was born as a startup with the construction of the Panama Canal. Since its founding, Panama has experimented with the concept of Startup Cities. In this article, I will expand on trends such as the increase in remote workers, how cities should position themselves to attract them, the definitions of Startup Cities, Panama\u2019s success as a Startup City, and <a href=\"http:\/\/www.portanorte.com\/\">Porta Norte<\/a>, the Startup City I am building.  <\/p>\n<p class=\"preFade fadeIn\"><a href=\"https:\/\/henryfaarup.com\/sobre\/\">Henry Faarup<\/a>, CEO and Co-founder of #ElNuevoCascoViejo, envisions what a family man\u2019s day will be like enjoying nature and physical activity in Porta Norte\u2019s eco-friendly urban development:<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-fbd8ea1 elementor-widget elementor-widget-heading\" data-id=\"fbd8ea1\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Geographic independence enabled by remote work.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-424786ea elementor-widget elementor-widget-text-editor\" data-id=\"424786ea\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"preFade fadeIn\">The Covid-19 pandemic dramatically accelerated the adoption of global digital infrastructure. Quarantines forced remote work at most companies. Now, when we reach herd immunity, companies have the option to be fully in-person, fully remote, or something in between. As we all know, there are now many more remote companies than before the pandemic.   <\/p>\n<p class=\"preFade fadeIn\">Remote companies have new options, such as hiring international talent and reducing costs associated with working in person. Employes of remote companies can avoid commuting to their offices and choose to work from wherever they please. <\/p>\n<p class=\"preFade fadeIn\">The number of remote workers has skyrocketed worldwide and will never be the same; it will be somewhere in between. As digital infrastructure improves, the number of remote workers will increase. <\/p>\n<p class=\"preFade fadeIn\">Remote workers can stop worrying about their company\u2019s location and move to places that offer them a better quality of life. They can, for example, earn income in the United States and spend it in Latin America, which is more affordable. New remote workers are comparing locations with the following questions:  <\/p>\n<ul data-rte-list=\"default\">\n<li>\n<p class=\"preFade fadeIn\">Is it safe?<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Is the food good?<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Is it close to my family?<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Can I adapt to the culture?<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Can I develop my hobbies?<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Can I connect with nature?<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Are they friendly to foreigners?<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Are there good schools and universities?<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Can I find people who think like me?<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Can I get a resident visa quickly?<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Can I get a direct flight to my hometown?<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Which city gives me the best value for my money?<\/p>\n<\/li>\n<\/ul>\n<p class=\"preFade fadeIn\">Nowadays, remote workers use websites that rank countries to make informed decisions, such as <a href=\"https:\/\/nomadlist.com\/\">Nomad List <\/a>and <a href=\"https:\/\/teleport.org\/\">Teleport<\/a>. Then they choose which one to visit and sometimes end up moving there. It\u2019s a process similar to choosing a vacation or a university.  <\/p>\n<p class=\"preFade fadeIn\">Remote workers are essential to cities because they are highly educated, bring technical expertise, or are tech-savvy, among other reasons. Talent immigration leads to higher per capita productivity, increased tax revenue, and a virtuous cycle\u2014excellent citizens attract excellent citizens. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-da5b417 elementor-widget elementor-widget-heading\" data-id=\"da5b417\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">The City as a Product<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-95f1d3c elementor-widget elementor-widget-text-editor\" data-id=\"95f1d3c\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"preFade fadeIn\">Talent is necessary to build a great organization. A good company is made up of talented people and led by a talented General Manager; in a large city live talented citizens who are led by talented leaders. To improve any organization, you must improve the individual and recruit more talent.   <\/p>\n<p class=\"preFade fadeIn\">Lee Kuan Yew, the founder of Singapore, focused on nurturing talent to lift Singapore from poverty to prosperity. He often spoke about the importance of education, reproduction among intelligent people, and attracting foreign talent. <\/p>\n<p class=\"preFade fadeIn\" data-rte-preserve-empty=\"true\"> <\/p>\n<blockquote>\n<p class=\"preFade fadeIn\">Singaporeans, if I may choose an analogy, we are the hard drive of a computer; foreign talent are the megabytes that increase its storage capacity and allow the computer to run faster.<\/p>\n<p class=\"preFade fadeIn\">\u2013 Lee Kuan Yew<\/p>\n<\/blockquote>\n<p class=\"preFade fadeIn\" data-rte-preserve-empty=\"true\"> <\/p>\n<p class=\"preFade fadeIn\">Attracting talent is more relevant than ever. It is an effective strategy for increasing local talent. Cities should align incentives with remote workers. They must be pro-technology, pro-immigration, pro-capitalism, pro-diversity, and proactive.   <\/p>\n<p class=\"preFade fadeIn\">If a city achieves a concentration of remote workers, this will lead to a greater number of startups being founded, creating a startup ecosystem that results in a Startup City.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-fb58c6f elementor-widget elementor-widget-heading\" data-id=\"fb58c6f\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">If a city achieves a concentration of remote workers, this will lead to a greater number of startups being founded, creating a startup ecosystem that results in a Startup City. <\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4c1e51a elementor-widget elementor-widget-text-editor\" data-id=\"4c1e51a\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div id=\"block-yui_3_17_2_1_1613601136424_15061\" class=\"sqs-block html-block sqs-block-html\" data-block-type=\"2\" data-sqsp-block=\"text\">\n<div class=\"sqs-block-content\">\n<div class=\"sqs-html-content\" data-sqsp-text-block-content=\"\">\n<p class=\"preFade fadeIn\">Here I\u2019m going to expand on <a href=\"https:\/\/twitter.com\/balajis\/status\/1374247624988037120?s=20\">Balaji\u2019s<\/a> definition:<\/p>\n<ol data-rte-list=\"default\">\n<li>\n<p class=\"preFade fadeIn\">A city with many startups is one where there is a thriving startup ecosystem, such as San Francisco and New York. During the pandemic, Austin and Miami have positioned themselves as the next place where talent wants to go. <\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">A city that operates like a startup, with a clear vision and a competent government. A great example is Miami, where <a href=\"https:\/\/twitter.com\/FrancisSuarez\">Mayor Francis Su\u00e1rez<\/a> serves as the <a href=\"https:\/\/twitter.com\/balajis\/status\/1350491203897159680?lang=en\">City Manager<\/a>. For him, Miami is the product that improves. He listens to feedback from startup founders, promotes Bitcoin adoption, attracts talent via Twitter, etc. A City Manager delivers results and positions their city as a great place to invest and live.    <\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Urban developments with a startup spirit are projects with a defined territory focused on generating economic growth or a better way of life thru an innovative vision. They are public or private companies, public-private partnerships, for-profit or nonprofit organizations, or a combination. Some examples:  <\/p>\n<ul data-rte-list=\"default\">\n<li>\n<p class=\"preFade fadeIn\"><strong>Neighborhood Improvement<\/strong>. Some examples include Panama\u2019s Casco Viejo, which was developed by improving infrastructure and offering tax incentives; <a href=\"https:\/\/es.wikipedia.org\/wiki\/Wynwood\">Wynwood<\/a>, thru art; and Times Square, by eliminating car traffic. Normally, the government improves the infrastructure and property owners invest in the buildings.  <\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\"><strong>Planned Community<\/strong>. Mixed-use neighborhoods with a wide range of amenities. They typically have sports centers, lakes, parks, public spaces, kindergartens, swimming pools, shops, restaurants, businesses, schools, universities, cultural centers, medical centers, etc. They are new developments built on undeveloped land. To be a startup city, they must have a strong vision, such as being designed without cars, being an eco-friendly town, or being energy self-sufficient. Examples: <a href=\"https:\/\/cayala.com.gt\/\">Cayal\u00e1<\/a>, <a href=\"https:\/\/es.wikipedia.org\/wiki\/Celebration_(Florida)\">Celebration<\/a>, <a href=\"https:\/\/culdesac.com\/\">Culdesac<\/a>, <a href=\"https:\/\/kaluyala.com\/es\/\">Kalu Yala<\/a>, <a href=\"https:\/\/www.lascatalinascr.com\/es\">Las Catalinas<\/a>, <a href=\"http:\/\/www.portanorte.com\/\">Porta Norte<\/a>, <a href=\"https:\/\/www.puntamona.org\/\">Punta Mona<\/a>, etc. The typical pattern among these places is active public spaces and walkability, which, unfortunately, is rare.      <\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\"><strong>Zonas Econ\u00f3micas Especiales<\/strong>. Lugares geogr\u00e1ficamente limitados con incentivos regulatorios o fiscales, y leyes comerciales que difieren del resto del pa\u00eds para fomentar la prosperidad econ\u00f3mica y\/o cultural. Ejemplos: <a href=\"https:\/\/prospera.hn\/\">Prospera<\/a> y <a href=\"https:\/\/es.wikipedia.org\/wiki\/Shenzhen\">Shenzhen<\/a>.  <\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\"><a href=\"https:\/\/www.seasteading.org\/\">Seasteading<\/a>. Living on floating islands with some degree of political autonomy. The term derives from homesteading, which means making a home for oneself in uninhabited places. It generally has associations with self-sufficiency.   <\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Micronations or microstates. Small sovereign countries or colonies. Examples: Liechtenstein, Monaco, and Vatican City.  <\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<\/div>\n<\/div>\n<\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e7f70c1 elementor-widget elementor-widget-heading\" data-id=\"e7f70c1\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Panam\u00e1<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f05e41e elementor-widget elementor-widget-text-editor\" data-id=\"f05e41e\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"preFade fadeIn\">Panama is a country of immigrants with a long history of experimenting with Startup Cities. Many companies choose to set up here because: <\/p>\n<ul data-rte-list=\"default\">\n<li>\n<p class=\"preFade fadeIn\">It&#8217;s safe.<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">The currency is the dollar.<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">He has a good quality of life.<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">It has a robust financial sector.<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">It has been a politically stable country.<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">It has inclusive immigration laws.<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">It has a great relationship with the United States.<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">It&#8217;s a <a href=\"https:\/\/translate.google.com\/website?sl=en&amp;tl=es&amp;ajax=1&amp;u=https:\/\/www.investopedia.com\/articles\/personal-finance\/100715\/top-10-caribbean-tax-havens.asp%23panama\" target=\"_blank\" rel=\"noopener\">tax haven<\/a> with many tax benefits.<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">It&#8217;s a tax haven with many tax benefits.<\/p>\n<\/li>\n<\/ul>\n<p class=\"preFade fadeIn\">Below, I will detail some examples of Startup Cities in Panama in chronological order:<\/p>\n<p class=\"preFade fadeIn\"><a href=\"https:\/\/es.wikipedia.org\/wiki\/Zona_del_Canal_de_Panam%C3%A1\">The Panama Canal Zone<\/a> was a U.S. territory surrounding the Panama Canal. The United States facilitated Panama\u2019s independence from Colombia in 1903 to build the Panama Canal. They kept some land and established a microstate that influenced Panamanian culture.  <\/p>\n<p class=\"preFade fadeIn\"><a href=\"https:\/\/es.wikipedia.org\/wiki\/Zona_Libre_de_Col%C3%B3n\">The Col\u00f3n Free Zone<\/a> is the largest free trade zone in the Americas and the second largest in the world. It began operations in 1948 and covers 242 hectares. It is a Special Economic Zone with tax benefits for imports and exports.  <\/p>\n<p class=\"preFade fadeIn\">In 2017, the government expanded some of the benefits of the Col\u00f3n Free Zone to the city of Col\u00f3n. It is a Special Economic Zone and a neighborhood improvement project called<a href=\"http:\/\/www.colonpuertolibre.gob.pa\/home\"> Col\u00f3n Puerto Libre<\/a>. <\/p>\n<p class=\"preFade fadeIn\"><a href=\"https:\/\/ciudaddelsaber.org\/que-es-ciudad-del-saber\/\">Ciudad del Saber<\/a> was born from the idea of converting a former U.S. military base in the former Panama Canal Zone into a knowledge-exchange center. It is a Special Economic Zone and <em> <\/em>A 120-hectare planned community. full of academic organizations, technology companies, and non-governmental organizations managed by a nonprofit foundation. <\/p>\n<p class=\"preFade fadeIn\"><a href=\"https:\/\/es.wikipedia.org\/wiki\/Panam%C3%A1_Pac%C3%ADfico\">Panama Pacific<\/a> is a former United States Air Force base in the Panama Canal Zone. The government created a Special Economic Zone and a Planned Community as a public-private partnership covering 1,400 hectares. Many multinational corporations have established operations in Panama Pacific (such as Samsung, Dell, FedEx, PepsiCo, 3M, and Caterpillar), taking advantage of tax, labor, and legal incentives.  <\/p>\n<p class=\"preFade fadeIn\">Panama\u2019s Casco Viejo is a Spanish colonial city where the elite lived. In the 2000s, it was a rundown, unsafe neighborhood full of abandoned buildings. The government decided to carry out a neighborhood improvement project by repairing the infrastructure and granting tax incentives for development within the Casco Viejo. It\u2019s one of the most visited places in Panama and has the highest price per square meter in the country. I lived there for six years.    <\/p>\n<p class=\"preFade fadeIn\"><a href=\"https:\/\/kaluyala.com\/es\/\">Kalu Yala<\/a> is an eco-village aimed at digital nomads and students taking university courses. They are building a planned community based on the principles of New Urbanism. <\/p>\n<p class=\"preFade fadeIn\"><a href=\"https:\/\/www.selina.com\/es\/\">Selina <\/a>is a company that has built a network of hostels\/hotels focused on digital nomads. It was founded in Panama and quickly grew around the world to more than 60 destinations. They recently joined forces with Kalu Yala, and now <a href=\"https:\/\/www.selina.com\/es\/panama\/kalu-yala\/?gclid=Cj0KCQjwweyFBhDvARIsAA67M72qUvEnIKue4h7kisrRZlUm56xMSbVfVgnX6jVzbUm5NrMqbQu-0hUaAv8YEALw_wcB\">you can book your stay<\/a> at Selina Kalu Yala.  <\/p>\n<p class=\"preFade fadeIn\"><a href=\"https:\/\/oceanbuilders.com\/#float\">Ocean Builders<\/a> is a company experimenting with seasteading, based at <a href=\"https:\/\/www.lintonbaymarina.com\/master-plan\">Linton<\/a> <a href=\"https:\/\/translate.google.com\/website?sl=en&amp;tl=es&amp;ajax=1&amp;u=https:\/\/www.lintonbaymarina.com\">Bay Marina<\/a>, a planned community in Col\u00f3n. They are promoting the Seapod, residential capsules at sea, in collaboration with the <a href=\"https:\/\/www.seasteading.org\/\">Seasteading Institute<\/a>. <\/p>\n<p class=\"preFade fadeIn\">The following are essential laws that enhance Panama\u2019s position as a Startup City:<\/p>\n<p class=\"preFade fadeIn\"><a href=\"https:\/\/sem.gob.pa\/Benefits\">Law on Headquarters of Multinational Enterprises (SEM)<\/a>. It grants regulatory benefits, including residence visas for its employes and their dependents. Since 2007, it has helped attract more than 175 multinational corporations along with highly skilled employes. In 2020, the government added <a href=\"https:\/\/www.martesfinanciero.com\/voz-calificada\/nearshoring-panama-incentiva-los-servicios-de-manufactura-a-traves-del-regimen-emma\/\">more tax incentives<\/a> for multinational corporations engaged in manufacturing.  <\/p>\n<p class=\"preFade fadeIn\"><a href=\"https:\/\/logistics.gatech.pa\/es\/assets\/special-economic-zones\/free-zones\">Free Zones Law<\/a>. It lays the groundwork for establishing additional Special Economic Zones and continuing the experimentation with Startup Cities within Panama\u2019s territory. There are 10 active free zones and another 10 under development. <\/p>\n<p class=\"preFade fadeIn\"><a href=\"https:\/\/www.panama-offshore-services.com\/es\/como-obtener-residencia-permanente-en-panama\/\">Laws for obtaining residency and a visa<\/a> in Panama with simplified requirements:<\/p>\n<ul data-rte-list=\"default\">\n<li>\n<p class=\"preFade fadeIn\">Remote Worker Visa: A remote worker who earns a minimum monthly salary of $3,000 outside of Panama can receive an 18-month visa. The government approved this law in May 2021. <\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\"><a href=\"https:\/\/www.panama-offshore-services.com\/es\/visas-de-paises-amigos-de-panama\/\">Visa for friendly countries<\/a>: Grants permanent residency to citizens of more than 50 friendly nations. To obtain it, you must be employed in Panama by a legal corporation under an employment contract and have a work permit. Another way is to invest $200,000 in real estate that can be financed.  <\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Economic solvency visa: Another option is to invest $300,000 in real estate and\/or obtain a \u201cCertificate of Deposit\u201d from a bank in Panama.<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Business investor visa: Invest $160,000 in the Panama Stock Exchange.<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Reforestation Investor Visa: Invest $80,000 to purchase at least five hectares of land in a government-certified reforestation project.<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Visa for the retirees or pensioners program: Permanent visa for those with pensions of over $1,000.<\/p>\n<\/li>\n<li>\n<p class=\"preFade fadeIn\">Marrying a Panamanian citizen.<\/p>\n<\/li>\n<\/ul>\n<p class=\"preFade fadeIn\">I was born and raised in Panama.
